Research Policy
Although relatively homogeneous compared to the rest of the world, Europe has a considerable diversity within its Member States, in terms of stakeholders, skills, resources and political maturity. The impact of European actions requires adressing a complex process and the achievement of results often involves compromise and negotiation. Many aspects are often underestimated or forgotten in addressing dialogue and cooperation. From 2011, P.F. Moretti works at the Brussels Liaison Office of the National Research Council of Italy and during the Italian Presidency of the European Union in 2014 he has been seconded to the Permanent Representation to EU as vice-President of the Research Working Party, for the approval of three EU Council Conclusions.
P.F. Moretti has been often invited to debate trans-national cooperation and the relations between European institutions at the research level. In particular he addressed the evaluation of impacts of joint actions, the role of governance and the disparities of users and producers of solutions within Europe.
